Hawaii state law guarantees that all beaches are public to the high-water mark. But getting to the beach — and parking nearby — is a different story. Resort areas often have private lots, and a few popular state parks have moved to paid-reservation systems.
The good news: most Hawaii county beach parks offer free parking, and they're often better, less crowded alternatives to the famous resort beaches. This guide covers every major free-parking beach option by island.
Oahu has dozens of county and state beach parks with free parking. Waikiki is the exception — most parking there requires payment.

Free lots at popular beaches fill by 9–10 a.m. on weekends and holidays. For Kailua, Makena, and Hanalei Bay, arriving before 8 a.m. is the safest strategy.
Weekday beach parking is dramatically easier. If your schedule is flexible, Monday–Thursday visits mean less competition for free spots at even the most popular beaches.
If a resort is on the beach, they are legally required to provide public beach access and parking. Look for signs at the resort entrance directing you to the public beach access lot. These spots fill quickly but are genuinely free.
Car break-ins occur at beaches statewide, especially at trailhead and remote beach access points. Take your valuables with you or leave them at your accommodation. A visible empty car is less tempting to thieves.
